Project Manager Civil Engineer Water Resources
Location: Phoenix, Arizona
Compensation: Up to $165,000 with the ability to extend to $170,000 for an exceptional candidate. Relocation assistance available.

We are seeking an experienced Project Manager specializing in Water Resources who brings deep technical expertise, strong Arizona ties, and proven leadership within the state’s unique hydrology and regulatory environment.
This role oversees complex FEMA, stormwater, drainage, and land development related projects. The ideal candidate is capable of both high level project oversight and hands-on technical execution when needed.
Core Responsibilities
- Manage planning, analysis, and design of water resources projects including stormwater modeling, drainage studies, FEMA Risk MAP work, floodplain mapping, and stream restoration.
- Oversee projects from initial scope through delivery including client communication, scope and fee development, budgeting, scheduling, and contract negotiation.
- Provide technical leadership using tools such as HEC RAS, HEC HMS, FLO 2D, and similar software.
- Mentor junior engineers and ensure consistent delivery of high quality, accurate engineering work.
- Direct grading, drainage, roadway layout, and utility design projects that prepare land for master planned communities and subdivisions.
- Perform technical tasks when required to support accurate modeling and design execution.
- Leverage existing Arizona industry contacts to support business development and strengthen client relationships.
Required Qualifications
- Bachelor’s Degree in Civil Engineering.
- Active PE license. Candidates with an out-of-state PE will be considered if they obtain their Arizona PE within three months of hire.
- Minimum ten years of civil engineering experience with a strong background in water resources, hydrology, and Arizona-specific terrain and drainage challenges.
- Ability to perform both technical work and project leadership responsibilities.
- Demonstrated experience collaborating with FEMA, water control, stormwater, and surface water projects.
- Strong preference for candidates currently living in Arizona, planning to relocate, or with meaningful personal ties to the state.
- Established Arizona contacts within engineering, municipalities, or land development networks.
Preferred Qualifications
- Certified Floodplain Manager or willingness to obtain certification within six months.
- Experience preparing drainage master plans, floodplain studies, and mitigation solutions.
- Strong communication, mentoring, and client relationship skills.
